Community Safety and Policing
The culture of policing in Montreal needs to change. Over policing is not a remedy to social challenges. Instead, we propose that the police budget be gradually reallocated to community infrastructure, social services, and a pilot UBI program in low-income neighborhoods. The Bureau d’enquete independent (BEI) must also be reformed to instill accountability and imputability within Montreal’s police force (SPVM).

Require that all SPVM officials undergo anti-racism and mediation training

Reduce and reallocate 15% of total investments in the SPVM to social welfare programming and infrastructural projects

Halt the use of all facial recognition software and technology by the SPVM

Establish an independent oversight body, with community participation, for the SPVM

Ban generating more than 10% of total municipal revenue from fines and fees

Mandate that the SPVM formally change the working title of their police officers to “Agents of Peace” (“Agent de Paix”)
